In 2008? Or since he was released from prison?
As usual, US motives on placing him on the list seemed to be about other issues being reportedly linked in with Mandela but they didn't know obviously but just fears.

Not initially, he tried to push for diplomatic means to get justice but - speaking from a position of ignorance and a basic understanding of his early life - after that failed, went down that route.
