Liverpool had just been given a penalty before that. I don't fault Webb for the decision to not give one there, because of the theatrics and his point of view, and quite frankly Liverpool is lucky Webb didn't send off Sterling for putting his hand on him earlier in the match since refs have sent people off for far less.
