I think he's a victim of WWE's policy to only book a handful of real feuds at a time. He's not a great talker and he doesn't have a look or a personality that really stands out from everyone else's. He's got some unique skills, but not ones that they've ever been able to properly sell. As a result he's always pretty low down the list, when it comes to handing out real storylines. He'll only get one when the show is running low on stars due to injury/post-Wrestlemania veteran vacations.
I agree with ShaneOfan in that there's still a reason to keep him around, if he can have a competent match and play jobber to the stars. I'd rather see Kofi in a match and think he has the tiniest chance of winning than just watching people wail on no name jobbers instead. Plus, he is cool to have around for matches like Money in the Bank or the Royal Rumble where people like to see dazzling athletic feats.
