The most logical thing to do is to have the entire Bullet Club turn on Omega. The Japanese fans have taken to him and he's the logical choice for the face of the company in North America, if they're looking to expand business there. He shouldn't be a heel right now, and should therefore be kept separate from the Bullet Club.
Plus, the Golden Lovers reunion is pretty cool. Both of these guys will be spending most of their time in singles competition - as they should be - but the Golden Lovers is a nice gimmick to have in the back pocket when New Japan need to produce something exciting on short notice. They could serve a similar function to the Shield guys on Raw.
Cody on the other hand is one of the best heels in wrestling right now, and he's thriving as the self-designated leader of the Bullet Club. Honestly, as good as Omega is, the faction seems hotter under Cody. They should let him continue to run things.
The only thing I'm uncertain of is whether or not the Bucks could split off on their own, but I think it would be a bad idea for all concerned. They're better with the Bullet Club and the Bullet Club is better with them. A Bullet Club vs Golden Lovers angle is a great way to sell tickets too.
