It could happen. I still wouldn't bet on it. I think they'll want Cena on the undercard to try and create a second big match. I reckon a match against Lesnar is a little more likely at this point in time. Particularly given that Lesnar isn't building towards any match at Royal Rumble at the moment, and so if he's going to be in the Rumble match itself, I can't see anyone eliminating him from it.
If you think about it though, Cena isn't a bad choice in some ways. If they want to prevent Reigns from becoming John Cena, having him face off against Cena and showing him as differing from his opponent would be a good way to get him cheers. If they really want to get Reigns over as the new face, they could even finally turn Cena heel. Turning your old top babyface makes sense if you're creating a new one. Or even if Cena stays face, he gets such a mixed response most of the time, that it should be easy to get Reigns cheered above him.
The downside though is that Cena would have to win the Rumble and people won't like that. We've had two crappy Royal Rumble outcomes for the last two years, and Cena isn't the great relief that everyone is hoping for this year. Plus, he'd have to equal Austin's record for Royal Rumble wins and that'll bug people too.
